NOTES TO RATES
Rates are monthly. Water bills are issued every two months.
Water meters are read every other month, so usage over included amounts is based on two months (1,200 ft3).
A “billing cycle” is two months. Billing cycles start when bills are generated and end when the next cycle’s bills are generated.
The property owner is responsible for all water that passes through the service meter.
NOTE TO FEES
Late fees are calculated at the end of each billing cycle.
Payments are deemed received based on the office time stamp.
Payments are late when received after 3:00 PM on the due date.
NOTES TO CHARGES
ERU = Equivalent Residential Unit.
Meter/Service Removal is the only way to cease water bills. It involves complete removal of the connection. Should water service be desired for the property at some time in the future, it will be treated like a new service.
“District Costs” means all costs to the District incurred accomplishing the activity.
Applications for Determination of Water Adequacy are valid for one year.
NOTES TO DEPOSITS
District costs will be subtracted from deposits.
Any remaining money will be refunded to the original applicant.
Additional deposit may be required if costs exceed initial deposit.

COLLECTION PROCESS
Effective date: September 1, 2019
Property owners are responsible for water bill payments regardless of any arrangements between a property owner and tenant.
At this time, one billing cycle equals two months, as bills are issued to each section every other month. Late charges are applied at the beginning of the following billing cycle.
Past Due One Billing Cycle: 10% Late Charge
Past Due on Second Cycle Due Date: Shut Off
Past Due Three Billing Cycles: 10% Late Charge and Lien Placed
Past Due Six Billing Cycles: Accumulated 10% Late Charges and Lien Foreclosed
Shut off notices are issued the day after the due date for the second past due cycle. Shut offs are executed seven days after the issuance of the shut off notice. Shut off notices are mailed. No shut offs occur on Fridays or the day before a recognized holiday.
Customers who are due for shut off for the first time may make payment arrangements. Those arrangements must be made in person at the District office.
Customers with a previous shut off record must pay all charges and fees with cash or approved credit/debit card in person at the District office before service will be restored.
